Cyprus has built its reputation as Europe's most efficient wedding destination for one reason: a civil marriage can be registered by any municipality on the island, for two foreign nationals, with no residency requirement and no religious prerequisite. Couples routinely land on a Tuesday and marry on a Thursday.
The ceremony is conducted by a Marriage Officer at a municipal office, or at an approved outdoor location if the municipality permits it. The resulting certificate is recognised across the EU and, with an apostille, almost everywhere else.
The documents every municipality asks for
Valid passports for both partners. A birth certificate is not normally required for a standard civil ceremony.
A sworn Affidavit of Marital Status, signed before a Cypriot notary, a Commissioner for Oaths, or your own country's consulate.
If either partner was married before: a final divorce decree, or a death certificate for a widowed partner.
If either partner is under 18: parental consent documented per Cypriot law.
Every document not in Greek or English must be officially translated and, in most cases, apostilled in the issuing country.
Timelines and fees
A standard notice period is 15 days from the date the notice of marriage is filed with the municipality. A special licence shortens this dramatically — many municipalities can marry a couple within one to three working days of filing.
Budget roughly €280–€350 for a standard civil ceremony and €450–€650 for a special (expedited) licence, depending on the municipality. Paphos, Ayia Napa and Larnaca are the most experienced with foreign couples.
Where the ceremony actually happens
You have three practical options: the municipal marriage room, an approved outdoor municipal location such as a beach garden or castle terrace, or a symbolic ceremony at your venue with the legal signing handled separately at the municipality.

One practical warning
Municipalities close on public holidays and often stop taking new notices in the last week of August. If you are marrying in high season, file your notice before you fly and confirm the appointment in writing.
